What to attach
- Clear photo of plate, sign, or location showing the defect (e.g., faded sign, missing meter post)
- Receipts (if alleging meter paid/Muni Meter receipt)
- Registration / insurance (only if disputing plate)
- Witness statement if applicable
Pro tips
- If your NOV is missing the officer’s signature line, badge number, or any of the required elements (date, time, location, plate, violation code), say so explicitly — it is a defect under 19 NYCRR § 39-04.
- Photographs beat narrative. Three timestamped photos > three pages of explanation.
- Do not pay first then dispute — paying is admitting liability.
