NY VTL § 235 — you must dispute (or pay) within 30 days of the violation date or default penalties begin to accrue.

Submit through "Pay or Dispute Parking and Camera Violations." Upload photos as PDF/JPEG.

Send certified mail, return receipt. Keep a copy of everything you mail.

IN-PERSON

Walk-in hearings available at five borough business centers. No appointment.

Clear photo of plate, sign, or location showing the defect (e.g., faded sign, missing meter post)
Receipts (if alleging meter paid/Muni Meter receipt)
Registration / insurance (only if disputing plate)
Witness statement if applicable

If your NOV is missing the officer’s signature line, badge number, or any of the required elements (date, time, location, plate, violation code), say so explicitly — it is a defect under 19 NYCRR § 39-04.
Photographs beat narrative. Three timestamped photos > three pages of explanation.
Do not pay first then dispute — paying is admitting liability.
