What to attach
- Copy of denial notice
- Identity documents totaling 3 points (passport / consular ID / NY DMV ID + utility bill etc.)
- Residency documents totaling 3 points
- Affidavit explaining residency if documents are limited
Pro tips
- IDNYC uses a points system: identity docs and residency docs each must total 3 points. Identify the specific point category for each document you submit.
- Shelter / homeless residents: a Homeless Verification Letter from the shelter or a 311-recognized provider satisfies residency.
- Domestic violence / safe-address protections are available — request confidentiality in the appeal.
Citations the letter relies on
- NYC Admin Code § 3-115 — NYC Administrative Code § 3-115 (Municipal identification card program — IDNYC)
- 68 RCNY § 6-01 et seq. — 68 RCNY § 6-01 et seq. (IDNYC rules — issuance, denial, appeal)
