Appeals are first reviewed by the marketing agent for the specific lottery; HPD oversees.
What to attach
- Copy of ineligibility / determination letter
- Pay stubs, W-2s, 1099s, and tax returns covering the income period
- Lease, household composition documents
- Bank statements (if asset test in play)
- Childcare receipts, alimony / child support orders if relevant
Pro tips
- HPD reviews household composition and income strictly. If you were marked ineligible for "income too high," recompute using only countable income for the lottery’s AMI band.
- If you were marked "incomplete," respond with the missing document and a one-line index.
- After the marketing agent denies, you can escalate to HPD Division of Housing Opportunity — keep the appeal record clean.
