- Lease, certificate of occupancy, floor plan
- Operating plan — hours, security, capacity, food service
- 500-foot rule analysis (if § 64(7)(f) was the basis for denial)

- A clean operating plan with measurable commitments (e.g., "kitchen open until 11pm; security until close") moves SLA more than rhetoric.
